General Parking Management

  • The City of Jefferson contracts with PCI Municipal Services to manage downtown parking operations. PCI specializes in municipal parking management and works under the direction of the City.

  • The City needed professional assistance with parking operations, including managing displaced daily and permit parking from closing the Madison Street Parking Garage. PCI provides expertise, data, and tools to help the City manage parking more effectively.

  • Jefferson City has established our own parking brand called Park JCMO.

Parking Rates and Fines

  • The City is reviewing parking fines because the current low fines can make compliance difficult. When fines are significantly lower than in comparable communities, they can be seen as a cost of convenience rather than a deterrent. Currently, parking fines are lower than parking rates in select areas.

  • Rising costs for maintenance and operations mean the parking fund can no longer keep up with:

    • Surface lot maintenance

    • Parking technology maintenance and upgrades

    • Garage and infrastructure maintenance

    Updated rates help ensure parking facilities can be properly maintained for long term use.

  • PCI has been using data informed and data driven recommendations that will be presented to the City Council for their consideration. PCI makes these recommendations based on parking usage and demand, location and turnover, comparisons to similar cities, and professional parking studies.

  • No. PCI is paid a flat administrative fee and does not receive additional compensation based on the number of citations issued.

Paying for Parking

  • You currently have multiple options:

    • On-street meters (coins accepted)

    • Oobeo – scan the QR code posted in each parking zone

      • No app required

      • Pay through your phone’s web browser

      • Enter your license plate number

    • In the future, parking kiosks will be installed in some locations that accept both coin and cards.

  • Visa, MasterCard, American Express, Discover

  • Yes, coins are accepted at existing meters and coins will be accepted at parking kiosks once installed.

  • Yes. Presently, coin meters are available and future coin-accepting kiosks (where installed) will ensure parking remains accessible to all users.

  • You can:

    • Use coin-operated meters

    • Park in free parking areas but make sure to follow the time limits.

    • In the future, use parking kiosks (where installed).

  • Parking citations can be paid in three ways:

    1. Online at ParkJCMO.com

    2. In-person at Municipal Court (427 Monroe Street, JCMO)

    3. Mail a check to: (Include Citation or Citation #)

    • Appeals must be submitted online at ParkJCMO.com within 21 days of receiving the citation.

      • Appeals submitted within 21 days are reviewed administratively for errors. If an error has occurred during issuance, the ticket will be voided.

      • If an appeal is not submitted within 21 days, the citation amount increases by $10 and the right to appeal is forfeited.

Parking Availability

    • Where can people park?

      • Downtown Jefferson City has hundreds of public parking spaces available on streets and surface lots. Wayfinding signage and maps are being updated to help direct drivers to available parking.

        • On-street Free Stalls = 35

        • On-Street Metered Stalls = 611

        • Total On-Street Stalls = 965

        • Off Street Public Metered Stalls = 106

        • Off-Street Permit Stalls = 721

    • Parking is free:

      • After 5:00 PM

      • Before 8:00 AM

      • On weekends

      • City Holidays

  • Designated handicapped-accessible parking spaces are located throughout downtown near businesses, public buildings, and along major corridors. All accessible spaces are clearly marked. These can be viewed at the parking map: www.parkjcmo.org/parking-maps

Permits

  • On-street permits are not available to new users. These permits were made available to our existing customers in the garage. If someone gives up their permit, that permit will not be replaced.

  • Designated handicapped-accessible parking spaces are located throughout downtown near businesses, public buildings, and along major corridors. All accessible spaces are clearly marked.
